What the federal government bought that Joy Pipe could have quoted
Four federal fiscal years of purchases in Joy Pipe's product lines and machining range, October 2022 through September 2026, built from the government's own public award records.
The short version
Most of this is small, steady work. The median order was about $1,100, and the same items come back year after year. The biggest share by far is parts a CNC lathe makes, which is where Joy Pipe's open machine time comes in.
Two more buyers sit outside those numbers. The Strategic Petroleum Reserve's operating contractor buys casing and casing couplings directly from suppliers, and the Texas Railroad Commission's well-plugging contractors have to carry tubing workstrings on every rig.
One thing to check early: SBA's map puts Joy Pipe's Boerne office inside a HUBZone, which could open reserved contracts and a price preference if Joy Pipe qualifies.

"Typical year" is the FY2023 to FY2025 average. *FY2026 is still filling in, because Defense Department awards post to the public database about 90 days late.
The Defense Logistics Agency (DLA), which buys spare parts and supplies for the military, placed 96% of these orders. DLA buys by stock number and posts most small orders on its own online bid board, called DIBBS.

About one award in five drew a single offer, and close to six in ten drew three or fewer. A supplier who quotes consistently is often up against only two or three others.

DLA buys by National Stock Number (NSN), the 13-digit code for one exact item. These pipe and coupling stock numbers were posted again and again on SAM.gov, the federal contracting site, over the last four years:

The steel pipe item at about $8,500 a piece went to a Texas supplier in 2024. Each price is the award amount divided by the quantity in the solicitation, so Joy Pipe can compare it with its own cost. We left out awards where the posted amount was a contract ceiling rather than a price.
Some repeat items are reserved. Stock number 4730-00-542-5107, another pipe coupling, was posted five times, and three of those were set aside for businesses owned by service-disabled veterans.

Texas-based companies won about $19.9 million of the work in these three lanes over the four years. Oil States is the closest match to Joy Pipe, since it's an oilfield equipment company that sells couplings to the Navy.

Two buyers that match Joy Pipe's inventory directly
The Strategic Petroleum Reserve
The Reserve stores crude oil in salt caverns at four sites, and two of them are in Texas (Bryan Mound near Freeport and Big Hill near Winnie). DOE runs it through an operating contractor, and that contractor buys pipe from suppliers directly. Federal subcontract reports, which only list purchases of $30,000 or more, show these buys:

Technical Industries also does recurring casing maintenance work for the Reserve, usually $140,000 to $670,000 a job. More well work is planned: the Government Accountability Office reported in May 2026 that DOE plans 12 well remediations and 8 workovers in fiscal 2027, at nearly twice the 2026 funding, and that more than 70% of Big Hill's wells showed moderate to severe casing deformation in 2023.
To sell to the Reserve, Joy Pipe would register on the vendor portal run by the current operating contractor, Strategic Storage Partners (under contract through November 2030), at ssp-llc.us. The portal says SAM.gov registration isn't required to sell to it, though it recommends one.
Texas well-plugging contractors
The Railroad Commission plugs abandoned wells through private contractors. It has 35 current plugging contracts with 34 companies, worth $135.6 million combined and running through August 2027. The Commission's bid documents require each plugging rig to carry 12,000 feet of 2-3/8" or 2-7/8" workstring. In fiscal 2025, the Commission plugged 1,188 wells and spent $62 million doing it.
Those 34 contractors are a ready-made customer list for tubing, and New Mexico, Louisiana, Oklahoma and federal land managers run similar plugging programs. Joy Pipe would sell to the contractors rather than bid the state contracts itself.

States, cities and utilities add more pipe buyers, and Texas bidders can compete in all twelve states we checked
Federal buys stay at the center of the pipeline because one data feed covers the whole country. State and local buyers add two kinds of work: steel line pipe bought directly by city-owned gas utilities, and machine-shop service contracts for pumps and drainage systems. Oilfield casing and tubing didn't show up as a state or city purchase anywhere we looked.

Long Beach businesses get a 10% price preference on that bid, capped at $50,000. The city's water mains are ductile iron and its gas mains are plastic, so steel pipe for the gas system is the part of Long Beach's pipe work that fits Joy Pipe.
The rules a Texas bidder faces
Most states only penalize out-of-state bidders by matching whatever preference the bidder's home state gives its own companies. Texas only uses a tie-breaker for Texas companies, so in those states nothing gets added to a Texas price.

Texas buyers for pipe and machine work, and how to get on their bid lists
SAM.gov and DIBBS cover federal buying. Texas adds thousands of local buyers: 254 counties, 1,225 cities, about 2,500 active water districts, 85 city-owned gas systems, 72 city-owned electric utilities, 17 river authorities, 23 ports and 77 transit providers. Most of them buy pipe or machine work only now and then, and each one posts bids its own way. None of the local bid portals we checked charge a supplier to register.

One rule cuts across the water work: projects financed by the Texas Water Development Board, with federal or state money, have to use US-made iron and steel. Imported pipe can't go on those jobs.
For the lathes: where machine work turns up
Machine work rarely gets a bid of its own. It usually sits inside a repair or parts contract, so the openings are those contracts and the companies that hold them.

Two more product lines come close. Joy Pipe sells API casing from 4-1/2" to 13-3/8", but its 10-3/4" items are 40.5 lb/ft with 8-round threads, and the Reserve's 2018 casing order was 49.55 lb/ft K-55 with a flush-joint connection. Joy Pipe's P-110 seamless coupling stock is raw material for couplings and machined parts rather than a finished item the government buys. Six of the ten coupling-stock items come from a mill in Canton, Ohio, which matters because federal parts usually have to start from US-made steel. Matching the federal steel-pipe stock numbers in Lane 1 to Joy Pipe's sizes is the next step, since each stock number has its own size and spec.
Customers that already sell to government buyers
Many of the companies Joy Pipe already sells to are government suppliers themselves. A few examples from public award records:

Because these are existing customers, they're probably the quickest way into government-funded work. Joy Pipe can ask each one what its public jobs call for, including grades, certifications and whether the steel has to be US-made. Most of those sales would be ordinary commercial orders, so they wouldn't need a government registration or put Joy Pipe in a bid against its own customers.

The requirements that decide which of these Joy Pipe can bid
- RegistrationFederal work starts with a SAM.gov registration, which is free and gives Joy Pipe its federal ID and a CAGE code. DLA's bid board, DIBBS, needs its own free account. Texas state bids go through the Comptroller's bidders list, which costs $70 a year.
- Where the steel was madeBetween 87% and 96% of the dollars in these lanes went to US-made products. Federal domestic-content rules, and the Defense Department's own rules for certain metals, will likely shut out much of the imported mill pipe, so Joy Pipe needs the country of origin for every product it quotes. Parts machined in Boerne can count as US-made, but for steel parts the starting bar or tube usually has to be US-made too.
- Approved makersAbout 37% of the pipe and coupling solicitations on SAM.gov named one approved maker and part number. Joy Pipe can still bid those by buying from that maker, or by getting its own part approved, which takes time.
- Reserved contractsMost buys in these lanes were open to everyone or to any small business. A minority were reserved for women-owned, service-disabled-veteran-owned or HUBZone businesses. These numbers assume Joy Pipe counts as a small business, which still needs to be confirmed.
- HUBZone, worth checking firstSBA's HUBZone map shows Joy Pipe's Boerne address inside a HUBZone through July 2028. If Joy Pipe qualifies, it could bid HUBZone set-asides, and in open competitions its offers would be compared as if large businesses' prices were 10% higher. To qualify, the Boerne office has to be where most employees work, and at least 35% of employees have to live in a HUBZone.
- DrawingsMany machined parts are built to a military drawing. Seeing those drawings takes a Defense Department certification called JCP, which now requires a cybersecurity self-assessment (NIST SP 800-171) posted with the Defense Department. DLA says applications are currently taking longer than usual.
- Quality systemSome Navy buys require a documented quality system. ISO 9001 certification isn't needed to start, but it opens up more of that work later.

What it could mean for Joy Pipe
Demand isn't the limit here. Lanes 1 and 2 are distribution work, and Lane 3 is limited by how many open hours Joy Pipe's lathes have.

These rows show scale and aren't a forecast. Even 1% of Lane 3 would likely fill more lathe time than Joy Pipe has open today, so the useful question for that lane is margin per machine hour, which only Joy Pipe's own costs can answer.
The volume is high, so filtering matters. In a typical year, Lane 1 produced about 11 buys a week, Lane 2 about 43 and Lane 3 about 270. A daily digest can narrow each day's postings to the items Joy Pipe can supply, so quoting time goes only to buys that fit.
Run a 90-day pilot before committing more people

How this was compiled
Federal awards
A custom download from USAspending.gov in October 2026: contract awards in product codes 4710, 4730, 5365, 3120, 3040 and 5307 with a first action date from October 1, 2022 through September 30, 2026. Each award was sorted into a lane by its item name, such as "COUPLING,PIPE." Assemblies, hoses, valves, quick-disconnects, rod-end bearings, shims and similar items were left out.
What "could have quoted" means
An award counts if it was competed, was open to any business or to any small business, and wasn't an order placed directly with the original manufacturer under a standing agreement. These are awards that happened. They show how much work was open to bid, and they don't say how much of it Joy Pipe would have won.
Solicitation details
Quantities, approved-maker language and set-asides come from SAM.gov's public archive of closed solicitations for fiscal years 2023 to 2026. Unit prices appear only where a solicitation's quantity could be matched to its award amount.
Known gaps
FY2026 is incomplete because Defense Department awards post about 90 days late. Federal subcontract reports only cover purchases of $30,000 or more, so the Reserve's smaller pipe buys don't appear. State and local purchases aren't in the federal totals.
